It said that “quarantines imposed during this epidemic have frequently not met these standards… and have been applied arbitrarily and been overly broad in implementation.”
The governors of New York and New Jersey are clarifying their positions on quarantine of some medical workers returning home from treating Ebola patients in West Africa.
Among other requirements, they will have to build testing laboratories on all ships and make their own plans to isolate or quarantine passengers at ports, if needed.
