The East Coast mainline franchise has gone bust three times-in 2007, 2009 and 2018-as operators overpromised how much they could pay in track-access charges.
To access the lucrative Midwest markets, Vanderbilt needed cooperation from New York Central Railroad, a major trunk line running from Albany to Buffalo.
Average fares are lower than on the West Coast mainline, where the West Midlands trains franchise for stopping services and the Virgin trains franchise for express ones hold near-monopolies.
It says its smaller systems are now up and running again, but its four main lines are still shut down and it may take until the end of the week until it's fully operational.
