This is the International Phonetic Alphabet and I use it a lot when I'm teaching pronunciation to my English students.

To spell things on the phone, we use the NATO Phonetic Alphabet.

So every language is a combination of a finite list of possible mouth noises, which are summarized in the international phonetic alphabet.
