Something we're planning to do to help control the flow of traffic in the area is to install traffic lights half way down Hill Street where it crosses Days Road.
Like if people jump the traffic lights, I don't know why there isn't a camera at the traffic lights to stop people doing that. Or like speeding. It is very easy to put speed cameras in certain places.
Changes in infrastructure work too; recently LA became the first city to synchronize every street light, causing lights to make automatic adjustments based on flow, which has reduced travel time by 14%.
In cities, there are lots of aids to help AD cars, road markings, slow speeds, signs, traffic lights, but those aids are less common on the roads outside cities.
