The CPC National Congress is the supreme leadership organ of the Communist Party of China. It enjoys an extremely important status in the institution and power system of the CPC. This has been determined by its functions. To put it simple, decision making and election are the two most important functions of the CPC National Congress.
Decision making means that the CPC National Congress makes decisions on major CPC and state affairs. Election means that the CPC National Congress elects the CPC Central Committee and the Central Commission for Discipline Inspection. Then how does the CPC National Congress accomplish decision making and election, two of its major missions?
Before the CPC National Congress, a preparatory meeting will be held to examine the credentials of delegates and elect the Presidium and Secretary General who will be responsible for the procedures of the National Congress. The CPC National Congress opening ceremony is held in the largest conference room of the Great Hall of the People. The most important procedure is the CPC General Secretary to present the report to all the delegates to the CPC National Congress on behalf of the CPC Central Committee. The delegations will then meet separately. The delegates, including the top leader of the party, will deliberate on reports and on amendments to the CPC Constitution. Discussions will be quite heated and delegates will share his or her views. Each CPC National Congress elects members and alternate members of the CPC Central Committee and members of the Central Commission for Discipline Inspection in multiple candidate elections. Members and alternate members of the CPC Central Committee are from diversified sources. They are mainly from the functional departments of the CPC and government ministries, universities, research institutions, media, state-owned enterprises, and also from the frontline of work. This fully reflects the broadest representation by the CPC of the people. When the report is adopted and the Central Committee is elected, the CPC National Congress will be concluded. The newly elected Central Committee will have its first plenary session the next day, which is an important extension of the CPC National Congress. The major task of the plenary session is for all members of the CPC Central Committee to elect the top leader, the Political Bureau and the Standing Committee of the Political Bureau of the CPC.
